The Philippine National Red Cross, Zamboanga Sibugay Sub Chapter was open on September 2003 with its office located at Purok kaimito, Tirso Babiera Ipil, Province of Zamboang Sibugay. The Sub Chapter jurisdiction is the entire province of Zamboanga Sibugay which comprises 16 municipalities. The Ipil municipality is the seat of the Provincail Government thus: the PNRC sibugay sub chapter is situated in this town. The geographical setting of the sub chapter is 138 kilometers from Zamboanga city, 148 kilometers from Pagadian City., Zamobanga sel Sur and 178 kilometers from Dipolog City, zamboanga dsel norte.

The formal launching and inauguration of this sub chapter was held on October 16, 2003 wherein the former Secretary General Mrs. Lourdes R. Loyola, former area coordinator for Mindanao MR. Victor A. Liozo, Jr., PNRC Administrator fro visayas and Mindanao graced this occasion. During the inauguration some members of the PNRC Board of Directors of Zamboanga del Sur-Pagadian city chapter also atrtended this affair representing the mother chapter. A motorcade followed around town and a simple program and lunch was held at kamayan Uptown Restaurant. Invited to this occasion were head of Offices both from the local and National level. The provincial government of Zamboanga Sibugay thru Hon. George T. Hofer, MD.  Provincila Governor initially dontaed php 100,000.00 pesos for the operation of the sub chapter. To date, the chapter is occupying on a rented building but we are looking to have our own lot and building in the future.
 
The sub chapter is being administered by an Acting Administrator HILARIO G. MIRANDA, JR and 1 staff CSR FR/DMS MS. FERLYN  YANO ANIÑON and some newly trained volunteers.
 
On september 11, 2004, the newly created Interim board of Directors was inducted into office during the dinner for a cause which was held at Grand Sibugay palza Hotel, Ipil, Zambanga Sibugay and was graced by the chairman of the Baord of Governors. Sen. Richard J. Gordon who then inducted the local Baord of directors.
